Then I'll just recreate a PvP guy over and over untill I have enough faction built up to buy everything I need.

The idea is that if you use a PvP character enough, they level up and gain skill points, which they don't really need, so he wants PvP chars to be rewarded for it.
However, exp is more of a reward for RP chars, which I think can be derived from the time period where they shut it off the moment they added faction.

How about we add a skill trainer in each of the arenas, that only serves PvP only characters?

He didn't say XP... he said skill points, so I misunderstood. Considering how long it takes to get enough XP out of a PvP battle to get just 1 skill point, I wuldn't think it was worth it... I'd end up deleting that guy long before he got that much XP.
Anyway, they added XP to keep PvE characters from continually fighting in the lower arenas with high level items and armor. Since they previously didn't gain any, they basically had a continually unfair advantage. I'm assuming there was no way (or it was difficult and lengthy to code in) to separate the XP gain from PvE and PvP guys, so they just added it as a blanket. I'm also going to venture a guess that they expected people to continually experiment with new build and not keep any of them long enough to gain skill points.
Still... it would more or less be "free" faction, so if they did add it, I don't believe it should be quite as high... maybe 100 faction per point at best.
